About Us

It was in June 2002, that a symposium entitled “Gateway to Building Economic Channels” took place between the Cree Nation leaders and the business people of AbitibiTémiscamingue. This symposium proved very successful and revealed a high potential for building alliances between both populations with respect and in the spirit of the “Paix des Braves” Agreement and Cree empowerment. The Secretariat to the Cree Nation Abitibi-Témiscamingue Economic Alliance was therefore created as a non-profit organization to act and follow-up on the contacts and projects arising from the symposium.

Mission

The Secretariat's mission is to promote sustainable relations and socio-economic alliances between the Cree Nation (Eeyou Istchee), Jamésie, Abitibi-Témiscamingue and Nunavik regions in order to foster harmonious development.

Values

Mutual respect for cultural, linguistic and territorial differences. Promote business relationships based on comprehension of the local expectations, cooperation, respect and trust.

Word from the president

As Chairman of the Board of Directors of the Secretariat to the Cree Nation Abitibi-Témiscamingue Economic Alliance, I would like to emphasize the crucial importance of our organization in Quebec's economic and social landscape. Our mission, to foster closer ties and collaboration between Indigenous Peoples and non-Indigenous Peoples, is more relevant than ever. In an ever-changing world, the need to build solid, lasting bridges between our peoples is essential to ensure effective economic inclusion that respects the values and aspirations of the Cree Nation.

Director General

Julie Martin joined the Secretariat to the Cree Nation Abitibi-Témiscamingue Economic Alliance (SCNATEA) in March 2024 as Director General. Guided by people-centred values rooted in integrity and respect, she brings a rich and diverse professional background, shaped by more than ten years of experience within a regional non-profit organization in Jamésie, Northern Québec. She later worked within legal teams specializing in Indigenous law as well as corporate and business law, and also spent several years as a human resources advisor within a large organization. Her time working in Indigenous law, which sparked a strong interest in relations with First Nations, led her to pursue and complete a Certificate in Indigenous Studies at the Université du Québec en Abitibi-Témiscamingue (UQAT) in 2025. While her experience in the socio-economic sector follows an atypical path, her diverse background demonstrates strong adaptability, analytical skills, and strategic insight, qualities that represent a true asset to the SCNATEA. She provides leadership grounded in collaboration, respect, and the development of lasting relationships, in alignment with the organization’s mission.

Genevieve Binette

Geneviève Binette

Projects & communications coordinator

Geneviève Binette joined the Secretariat team in August 2020 and has served as Projects and Communications Coordinator since January 2023. Since 2024, she has also coordinated the Niimuudaan mentorship program. Guided by the values of respect, reciprocity, and active listening, she brings over 18 years of experience in project management developed through close collaboration with Indigenous communities in the region. Following a long bicycle journey around the world, this defining experience affirmed what became an obvious calling for her: to commit professionally to working alongside Indigenous communities. Her atypical career path, enriched by life and work experiences in Canada and internationally, has shaped a human-centred and structured approach focused on building lasting relationships and working in partnership. Of Anicinabe ancestry on her father’s side, she is deeply committed to supporting meaningful, community-driven initiatives.

Administrative Assistant

Kelly-Ann Larose joined the SCNATEA in November 2025 as an administrative assistant.

The operations of the Secretariat are administered by a board of directors. The Board's composition may vary in number, but it always includes:
  • Six seats allocated to representative from the Abitibi-Témiscamingue region (voting);
  • Minimum of seven seats reserved for representatives of the Cree Nation (voters);
  • the Director General of the Secretariat (non-voting).
Mr. Ted Moses serves as Chairman of the Board of Directors of the Secretariat. Drs Ted Moses is a great leader, a well-known figure in the business world and a fervent promoter of economic relations between the Crees and Abitibi-Témiscamingue. He assumes responsibility for seeing to the execution of the decisions made by the board of directors.
Operations are carried out by the general director, a projects and communications coordinator and an administrative assistant.
